Tom Congdon is the Assistant Secretary for Energy in Governor Paterson’s office. From 2000-2007, he served as a policy analyst in the New York State Attorney General’s Environmental Protection Bureau where he worked on, among other environmental issues, expanding investments in energy efficiency and renewable energy. He received his Bachelor of Science in Geology from the University at Albany and his Master of Public Administration from Baruch College. Prior to joining the Attorney General’s Office, Tom was the policy director at the New York League of Conservation Voters.
Echo Cartwright
Assistant Secretary for Renewable Energy
Echo Cartwright is Assistant Secretary for Renewable Energy in the Office of the Governor. In this capacity, Ms. Cartwright chairs the Governor’s Renewable Energy Task Force, oversees the State’s renewable energy policy and serves as Deputy Director to the State Energy Planning Board. In addition, Ms. Cartwright is Co-Chair of the Great Lakes Wind Collaborative Steering Committee representing State and Local Provinces, and the Coordinator of the Northeast Mid-Atlantic Governor’s Clean Energy Corridor initiative. Previous to her current position, Ms. Cartwright was Senior Policy Analyst for the Commission on Hazardous Waste and Toxic Substances at the New York State Assembly, where she focused on renewable energy, climate change and environmental health policy.
