Toward a Sustainable Energy Future for New York
Background
Governor David A. Paterson launched the current energy planning process with an Executive Order in April 2008. The goal of the planning process is to map the State’s energy future by showing how the State can ensure adequate supplies of power, reduce demand through new technologies and energy efficiency, preserve the environment, reduce dependence on imported gas and oil, stimulate economic growth, and preserve the individual welfare of New York citizens and energy users. To support the formal document that will be finalized in June 2009, numerous white papers, forecasts, and policy documents will be developed based on input from energy experts and concerned citizens.
Public Participation
Development of the State Energy Plan (SEP) will be directed by the Energy Planning Board, as designated in the Executive Order. Input will be sought throughout the process from stakeholders and members of the public through this web site and at a series of public meetings held at several locations around the state.
Elements of the SEP
As outlined in the Executive Order, the following are the major elements that will be developed and included as part of the initial development phase of the SEP. Documents relating to these issues will be posted on the web site as they are developed.
- Long-range energy policy objectives and strategies to increase energy supplies and reduce energy demand
- 10-year demand forecasts
- Supply requirements needs to meet forecasted demand and assessments of existing supply systems
- Projections of energy prices
- Assessments of the potential of sustainable alternative energy resources, the impacts of energy production and use on public health
- Additional elements called for in the Executive Order will be developed in subsequent phases with input from appropriate experts, stakeholders, and concerned citizens.
Impact of the SEP
Once the SEP is issued, all agencies and affected parties are required to give due consideration and be guided by the SEP in their decision making.
